CAMEROON EQUIVALENCE SYSTEM

How to obtain an equivalence of a certificate/diploma or the recognition of a school?
Most public and private sector employers and even training institutions require that job applicants, candidates for a competitive entrance examination or a training programme should produce an official equivalence document on studies when the certificates/diplomas presented have been obtained abroad. To respond to these needs, there is the Sub-Department of Comparative University Systems and Academic Equivalence (SUCE) as structure and the National Commission for the Evaluation of Training Offered Abroad (CNE) and its technical sub-commissions as organs, at the level of the Ministry of Higher Education (MINESUP) charged with issuing equivalences for certificates/diplomas, qualifications and grades.

PROCEDURE FOR THE AWARD OF AN EQUIVALENCE
This entails the comparison of certificates/diplomas and qualifications awarded by the educational system of a foreign country to certificates/diplomas and titles issued by the Cameroonian educational system on the basis of a set of requirements.

I - Conditions to be fulfilled to apply for an equivalence
The applicant should be a holder of a certificate/diploma, qualifications or of a level of studies obtained abroad.

II- Documents to be included in an application file for an equivalence

  • A stamped application addressed to the Minister of Higher Education specifying the applicant’s personal address, telephone number and student’s registration number abroad;
  • A certified true copy of the birth certificate;
  • Certified true copies of the certificate(s)/diploma(s) for which an equivalence is being sought;
  • Three photocopies of each certificate/diploma;
  • Certified photocopy of previous certificates or diplomas
  • A detailed and signed curriculum studiorum;
  • The complete and exact address of the training institutions that issued the certificates/diplomas for which equivalences are being sought;
  • Specify the written examination centre for foreign examinations taken in Cameroon;
  • An authorization from the student to request information concerning him/her from his/her institution;
  • A certificate of individuality (if need be);
  • A copy of the thesis for holders of the Master’s Degree.

III- Majors Stages
1- Submission of the file at the Central Mail Service of MINESUP, 9th Floor of Ministerial Building No 2, Room 929
2 - Study and treatment of the file by the Sub-Department of Comparative University Systems and Academic Equivalence, Secretariat of the CNE:

  • Verification of the information on the certificate/diploma presented,
  • collection of information necessary for evaluating the certificate/diploma presented, teaching system, training and admission requirements, duration of studies, as well as the status of the institution in the country where the qualification is issued.
If the institution is not recognized in the country where it is found, an equivalence cannot be awarded to the certificates/diplomas that it issues.
The Sub - Department of Comparative University Systems and Academic Equivalence has three services, namely:
  • the Comparative University Systems Service;
  • the Professional Training Equivalences Service;
  • the General Education Equivalences Service.

3 - Presentation of the file to the various organs of the National Commission for the Evaluation of Training Offered Abroad (CNE), once the necessary information is available for it to take a decision on the equivalence to be awarded.
The organs targeted are notably technical sub-commissions No 1 and 2 which hold their sessions in advance and give the preliminary and prior opinions on the deliberations of the National Commission that meets two (2) weeks later.
4 - Working out a draft equivalence of certificates/diplomas to be submitted to the signature of the Minister of Higher Education by the secretariat.
5 - Signing of the order by the Minister; posting of results in MINESUP and dissemination of the said results by the media and the MINESUP website; signing of equivalence extracts by the Director of Higher Education Development (DDES).
6 - Withdrawal of equivalence extracts and certified true copies of the extracts of the equivalence order at the Sub-Department, Room 1347 upon presentation of an identification paper.

PROCEDURE FOR THE RECOGNITION OF AN INSTITUTION
This pertains to foreign or international training schools whose recognized certificates/diplomas are likely to pave the way for absorption, reclassification or advancement in the Public Service.

I- Conditions to be fulfilled to apply for the recognition of a school

  • Be a holder of a certificate/diploma, qualification, grade or of a level of studies from an international or foreign school following an attestation of study leave issued by the Ministry of Public Service and Administrative Reforms (MINFOPRA) and/or an authorization from the user ministry;
  • Should have passed a direct competitive entrance examination for recruitment into the Public Service.

II-File to be produced

  • Same documents as for the file for the application of an equivalence;
  • A technical memo from the candidate’s user ministry;
  • A reasoned opinion from the Ministry of Public Service and Administrative Reforms;
  • An order on the study leave or placement on reserve;
  • An absorption order or employment contract;
  • A certificate of resumption of duty.

III-Major stages
1 - Forwarding of the candidate’s file and the technical memo drafted by the user ministry to the Ministry of Public Service and Administrative Reforms;
2 - Transmission of the file to MINESUP with the reasoned opinion of the Ministry of Public Service and Administrative Reforms;
3 - Study and treatment of the file by the Sub-Department of Comparative University Systems and Academic Equivalence:

  • verification of the information on the title presented
  • collection of information necessary for evaluating the certificate/diploma presented, teaching system, training and admission requirements as-well as the status of the institution in the country where the qualification is issued.
    If the institution is not recognized in the country where it is found, an equivalence cannot be awarded to the certificates/diplomas that it issues.
  • Presentation of the file to the various organs of the National Commission for the Evaluation of training offered Abroad (CNE), once the necessary pieces of information are available for it to take a decision on the equivalence to be awarded.
    The organ targeted is notably technical sub-commission No 3 which holds its session in advance and gives preliminary and prior opinions on the deliberations of the National Commission that meets two (2) weeks later.
4 - Working out, as the case may be, draft orders to determine the lists or addenda to the orders to determine the lists of foreign or international schools to train civil servants of the Public Service corps concerned;
5 - Signing of the order by the Prime Minister;
6 - Return of the file to the Ministry of Public Service and Administrative Reforms for action.
